Dr. Arcand treats a wide range of sports related injuries, with both operative and non-operative methods, specializing in upper and lower extremities. Typical injuries include rotator cuff tears and impingement, shoulder dislocations, arthritis, fractures as well as ligament tears and knee meniscal and ligament injuries. Dr. Arcand takes great care in providing each patient with an individual treatment plan with the goal of restoring function and the return to an active and healthy life style.
Dr. Arcand is actively involved in Sports Medicine evidenced by his affiliation with Bishop Hendricken Rugby Club and Newport Rugby Club.
On the personal side, Dr. Arcand and his wife Dominique reside in Northern Rhode Island. Their four sons are attending college. Dr. Arcand enjoys traveling, biking and running. He is also an avid outdoorsman.

Leslie is a board-certified acute care nurse practitioner. She works with Dr. Arcand, Dr. Belanger, Dr. Czerwein and Dr. Moss. She specializes in spine and general orthopedic disorders. Leslie spends her time seeing patients both in the office and assisting in the operating room. She has had 20 years of experience in surgery, with a strong focus in orthopedics.
Leslie grew up in Jamestown/Newport and received her undergraduate degree at Salve Regina University. She completed her MSN at Maryville University in St. Louis MO. She is certified through the American Nurses Credentialing Center (ANCC). She is a member of the Nurse Practitioner Alliance of Rhode Island (NPARI) as well as the American Nurses Association/ Rhode Island State Nurses Association.
Leslie lives in Newport with her husband and is a yoga instructor at Newport Power Yoga.
Susan D. Casper, PA-C is a physician assistant (PA) with more than 18 years of experience. She specializes in spine and general orthopedic disorders and works with Drs. Michel Arcand, Michael Belanger, John Czerwein and David Moss. Susan spends her time seeing patients both in the office, the injection suite, and assisting in the operating room.
Susan grew up here in New England and received her Bachelor of Science undergraduate degree from the University of Vermont. She completed her Master of Health Science in Physician Assistant Studies in 2000 from Duke University School of Medicine. Susan has more than 12 years of experience in the field of Diagnostic and Interventional Radiology where she performed multiple image guided procedures, including therapeutic injections. She also has prior experience in surgery and acute/urgent care. Susan is a board-certified Physician Assistant (PA-C) through the National Commission on Certification of Physician Assistants (NCCPA). She is a member of the American Academy of Physician Assistants, Rhode Island Academy of Physician Assistants, American, and Physician Assistants in Orthopedic Surgery. On a personal side, Susan resides in Rhode Island with her husband, who is also a Physician Assistant, and their two teenage daughters. In her free time, she enjoys CrossFit, traveling, and spending time with family and friends.
Catherine Cioe, PA-C is the physician assistant to Dr. Moss as well as Dr. Czerwein, Dr. Arcand and Dr. Belanger at University Orthopedics. She has been with University Orthopedics since August 2019. Catherine treats patients with a wide variety of general orthopedic issues with a specialized interest in sports related injuries. She spends her time in the office seeing patients as well as assisting in the operating room.
Catherine grew up in Rhode Island and received her undergraduate degree in Athletic Training from Central Connecticut State University. While there she was a member of the Division I track and field and cross country teams. She also obtained her EMT-B license during this time. After completing her degree, she served as a certified athletic trainer (ATC) for various high schools in Rhode Island. She then went on to complete a second bachelor’s degree in biology before setting her sights on physician assistant school. She is a proud graduate of Bryant University’s physician assistant program. Prior to joining University Orthopedics she worked in internal medicine and has experience working in post-operative care and rehabilitation of patients. Catherine is a member of the Rhode Island Academy of Physician Assistants, American Academy of Physician Assistants and Physician Assistants in Orthopedic Surgery. She is also an active advocate for Alzheimer’s Disease in the state of RI. In her spare time, she enjoys spending time with friends, family, dog, and going to the beach.
